PLANS PROCESSING MANAGER – OCOEE, FLORIDA OFFICE

Brindley Pieters & Associates is seeking candidates with an Engineering degree and Transportation background.

LOCATION: This full-time position will be based at Florida’s Turnpike Enterprise headquarters located in Ocoee, FL.
POSITION DESCRIPTION: This position will provide support for electronic plans and specifications processing of FDOT highway construction projects, including:

  • Electronic processing of Contract Plans and Specifications for design-bid-build projects for advertisement, award, and construction.
  • Verification of proper use of the Florida Department of Transportation’s (FDOT’s) established means of digitally signing and sealing of plan sets, project documents and specifications.
  • Quality control of electronic deliverables, including but not limited to CADD design files and supporting engineering data, specifications package, technical special provisions, and plans processing requirements.
  • Archival of Digital Delivery files to established databases (Autodesk Vault and OpenText eDOCS).
  • Close coordination with Project Managers, Program Management staff, and Consultants.

RESPONSIBILITIES

  • Review preliminary design phase submittals and production deliverables for compliance with FDOT plans formatting and CADD design criteria
  • Transmit Plans, Specs + Estimates (PS+E) Package to contracts for advertisement
  • Archive production deliverables into established databases (Autodesk Vault and OpenText eDOCS)
  • Review, archive and distribute construction plan revisions (ProjectSolve)
  • Assist Project Managers with ‘Released for Construction’ process on design-build projects (ERC and ProjectSolve)
  • Serve as ProjectSuite administrator (user permissions and project manager assignments)
  • Serve as As-Built Plans Database administrator (loading new projects and assisting users with complex searches)
  • Serve as backup support for ERC Administrator (creating submittals and assigning reviewers)
  • Process records requests for project files including coordination with multiple disciplines and departments.

POSITION REQUIREMENTS

  • Bachelor of Science Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Industrial Engineering, Computer Engineering, Computer Science, Urban Planning, an IT-related degree or similar.
  • Prefer 3 years of experience working on DOT-related transportation projects, preferably in the development of FDOT highway/roadway construction plans and specifications.
  • Quick learner with demonstrated technology skills
  • Excellent oral and written communications skills and effective coordination skills. Including coordination with staff and management in multiple departments and with individuals outside of the organization.
  • Ability to multi-task and work on multiple projects simultaneously and to work independently and collaboratively as a team member.
  • Good writing skills and excellent verbal communication skills.
  • Organized, detail-oriented.

TECHNOLOGY SKILLS

  • Microsoft Office including Outlook, Word, Excel, PowerPoint
  • Database/File Management including SharePoint and Network Servers via Windows Explorer
  • File Creation and Modification including Adobe Acrobat Professional, Nuance, Bluebeam
  • CAD Software including Microstation, AutoCad, Civil3D, FDOT CAD add-ons, 3D Modeling software
  • Professional Engineer digital signing and sealing utilizing digital certificates from Public Key Infrastructure (PKI) approved providers (IdenTrust, Digicert, etc.)
  • FDOT Specific Applications (preferred) including:
  • ProjectSolve, a file management tool for construction projects
  • ProjectSuite, a production portal for project management
  • Electronic Review Comments (ERC) System including the comment and response tracker for project submittal reviews
  • OpenText eDOCS, electronic document management system
  • Autodesk Vault, CADD file management system

ROADWAY ENGINEER – MAITLAND, FLORIDA OFFICE

Brindley Pieters & Associates is seeking candidates with a Civil Engineering and Transportation background and 10+ years of experience on complex highway design projects and signalization for the position of Roadway Engineer.

Responsibilities

  • Design and manage roadway/highway design projects and ensure projects are completed on time and within budget.

SENIOR COST ESTIMATOR (Transportation) – MAITLAND, FLORIDA OFFICE

Brindley Pieters & Associates is seeking a Senior Cost Estimator to provide scheduling and estimating support on projects from the conceptual design stage through construction, to help meet contract schedules and budgets. Assist project managers in troubleshooting scheduling and budgeting problems prior to occurrence. Provide support to clients in the research, review and analysis of construction claims.

Job Duties and Responsibilities

  • Ability to develop cost estimates during planning and conceptual stages as well as final estimates.
  • Supervises & prepares construction cost estimates and schedules for design projects by coordinating and reviewing quantity takeoffs and pricing.
  • Reviews and comments on estimates/schedules prepared by others.
  • Evaluate project scope change orders and negotiates settlements.
  • Develops manpower loading and providing corporate assistance.
  • Supervises production of project schedules for complex transportation design & construction project schedules.
  • Performs or assists with project constructability and value engineering reviews.
  • Develops project controls for various clients.
  • Develops, prepares and recommends company guidelines on estimating/scheduling.

Education and Experience

  • Bachelor’s degree in technical discipline with thirteen years relevant experience; twelve years experience required with Master’s degree; or fifteen years experience in project control or cost analysis with an Associates Degree.
  • Construction cost estimating experience with roadway, bridge and highway projects required.
  • Familiarity with FDOT pay items and Long Range Estimating (LRE) is preferred.
  • Experience in working in the engineering and consulting industry preferred.

Special Skills

  • Strong hands on estimating skills for Transportation Projects (roads, highways, bridges) required.
  • Ability to communicate ideas to management and clients both orally and in writing.
  • High level of analytical ability and computer skills are required.
  • Knowledge of FDOT systems and processes is a plus.

Professional Registrations

  • Certified Cost Engineer preferred

ROADWAY ENGINEER – ATLANTA, GEORGIA OFFICE

Brindley Pieters & Associates is seeking a Roadway/Highway Design Engineer for our Atlanta office with a comprehensive understanding of principles, theories, concepts, and industry practices and standards and their application as it relates to transportation engineering. This position may also require work on project sites including investigation of existing conditions: traffic counts, field measurements, photographs, and field sketches, as well as field visits during construction to monitor progress, investigation of changed field conditions, and necessary performance of measurements for contract plan changes.

Responsibilities

  • Coordinating with other disciplines to include bridge, environmental, survey, and traffic.
  • Demonstrating time management skills.
  • Maintaining effective communication with project team members and the client
  • Participating in planning, cost development and management, and scheduling .
  • Serve as a project manager, deputy project manager or task lead for major highway design projects.
  • Attending and participating in client meetings, team meetings and collaborating with multidisciplinary teams.
  • Performing all aspects of engineering and design, including construction document preparation. 
  • Performing quality control.
  • Performing design calculations.
  • Performing drainage and MS4 design.
  • Proposal preparation.

Requirements

  • 5+ years experience required
  • BS or MS in Civil Engineering
  • Georgia PE registration is required or ability to acquire within 12 months of employment
  • Previous design project management experience required
  • Extensive GDOT plan development experience
  • Proficiency with Bentley InRoads, MicroStation, and Microsoft Office required
  • Working knowledge of Bentley OpenRoads Designer a plus
